I tend to think the former - they have unblocked me and are just offline. However if they have blocked you, whether you are on their list or not, the option to delete them will not appear! I forgotten which one is it.. If the person wanted to block u they would probably delete u. Phone or talk to a friend who is also a friend of the person who u suspect blocked u and ask if them if the other person is on msn regularly.
